While lotteries are legal in many countries, interstate competition in lottery sales has decreased in recent years. Some states have embraced multistate lotteries because they offer bigger jackpots and greater public publicity. A good example is the Maine State Lottery, which was enacted in 1974 as a referendum. Many neighboring states already had lotteries. As a result, the money raised from lottery games in these states goes into the general state budget.
