Some states have embraced multistate lotteries because they offer bigger jackpots and greater public publicity. A good example is the Maine State Lottery, which was enacted in 1974 as a referendum. Many neighboring states already had lotteries. As a result, the money raised from lottery games in these states goes into the general state budget.
