The World Lottery Association (WLA) is an organization that represents the interests of lottery operators worldwide. Founded in 1971, the WLA is comprised of many different bodies and groups that work in the same area. Members of the WLA include the European State Lotteries and Toto Association (AELTE) and the Ibero-American Corporation of LoterAas y Apuestas (CIBELAE).

The WLA has over 150 members, which include state-regulated lotteries and sports betting operators from around the world. Membership carries several benefits, including preferred rates for the World Lottery Summit, and exclusive access to the WLA Data compendium, a world-class research report. Membership is open to both large and small organizations, and benefits from a range of services. For example, WLA members enjoy access to an extensive library of resources, allowing them to learn more about new technologies and trends in lottery and sports betting.

While the WLA has many rules and regulations for its member lotteries, the Ibero-American Corporation of State Lotteries and Betting (Cibelae) highlights several responsibilities for operators worldwide. In Latin America, for example, Cibelae requires its member lotteries to ensure their products are channeled through supervised retail networks. It also urges operators to work with authorities to eliminate illegal segments. Lastly, WLA members should not advertise a payout rate greater than 90 percent.
